Did he or did he not?
Constable Mohd Zul Fatah Saari Wednesday denied filming the video clip of a woman doing ear squats naked in a police locker room at the Petaling Jaya police station on June 29.... Zul Fatah described Lans Corporal Mat Suhaimi Nordin who made the allegation in his testimony at the Commission of Inquiry ... as a liar. [Bernama: Zul Fatah denies filming nude squats video]

One or the other is lying, that much is clear.
Assuming that Suhaimi was telling the truth, you have to be amazed at Zul Fatah's brazenness in filming the video clip at a police station where he was not based at, and later offering the video clip to Suhami, who was his superior officer.
How did Zul Fatah find out that Gadis Lokap was being held at the Petaling Jaya police station?
Who told Zul Fatah that she was a pretty young thing, and that she was about to be ordered to strip and do ear squats?
How did Zul Fatah know where to position himself in order to secretly film Gadis Lokap doing ear squats in the nude? Did someone tell him? Do other policemen know of this "secret location"?
Why did he offer the video clip to Suhaimi? Wasn't he afraid of being hauled up?
One of the more important conclusions that we can draw from this unravelling episode is that there are policemen who are willing to lie, even when they are under oath to tell the truth in a public hearing, and even when the eyes of the entire nation are focussed on them.
The other is that a policeman with the lowly rank of constable could only have been willing to do those things in the manner that they were said to have been done, if there was little risk of him being brought to book for his actions.

This is not about a few black sheep. This is about an entire environment that in its totality, allows black sheep to thrive.

is simple and can be found from his answer to the commission. "I never went back to PJ police station". To me it means that his base is at PJ police station and only assign to work the beat at Seri Manja which is under PJ police jurisdiction. he must be very familiar with his main base.

I was amazed that the Zul Fatah could afford the 6630 phone and within a month or so, change to another phone based on his claims.That phone was not cheap in April,2005. His story has big holes in it. Agree with you that there must have been some inside information that the girl was going to be strip searched and someone was ready with the camera phone.
The thing about videos like this, the party that took it will want to show it to others. That is the weakness.
Bottom line you can't trust all policemen. I hope the one that lied, will be dealt severely.

what if both are 'not telling the whole thruth'? is it possible that both are equally guilty but now frantically tries hard to save their skin.
Could it be possible that the lower rank happens to drop by at PJ Police Station and saw the Gadis Lokap being brought in with her fellow suspect. He, being a constable, would know of the standard procedure i.e. suspect would go through body search before being put in lock-up.
Perhaps he knew too of the 'strategic spot' to carry out the sneak preview.
Theres just too many theories but one thing is for sure - someone lied. And that's like getting a HUGE egg thrown on the face of PDRM.

Well, the whole thing about the nude squat episode is only making the police getting more immune to public criticism or public outcry because they very well know that it will not lead to any repercussion or any futher action. As far as the police are concerned the truth doesnt hurt. The MORAL of the story is 'don't inquire if you don't intend to follow up with 'ACTION'. The Royal Commission Report on the Police Force remains a report with NO ACTION, otherwise the nude squat incident might not have happened. Did any of the commission members appointed to inquire into the nude squat incident bother to question / grill the Deputy IGP of the steps taken by the police (thus far) to implement the recommendations made by the Royal Commission especially in respect of nude squat issue as the same kind of abuse has already been indentified and mentioned in the Royal Commission Report.

I am really not excited about the setting up of a commission to inquire into the nude squat incident simply because the police themselves are not perturbed and will never be perturbed by such inquiries. The Deputy IGP for instance, boldly declared that nude squat procedures are permissible to be implemented by the police on a detainee purportedly merely by virtue of a standing order formulated by the OCPD. This is SHOCKING! It is nothing,but a bold INSISTENT by the Deputy IGP that the police has arbitrary powers to make their own 'laws' and implement them to their whim and fancies on the detainees notwithstanding there being no written law sanctioned by the RAKYAT through the institution of parliament which allows the police to do the same. Well this is what we call "POLIS RAJA DI MALAYSIA (PRDM).
The Deputy IGP when questioned by reporters at the intial stage of this nude squat fiasco, insisted (in a manly manner) that police powers to order nude squats are substantiated by law and Inspector general of Police Standing Order(IGPSO) (which are written laws / orders). However when it was displayed that the law / IGPSO only relates to body search and not strip search he now says that order pertaining to strip search are made verbally. What a convenient way to COVER UP!
Dont worry, the police WILL NEVER GET INTO TROUBLE. Many a times i have also observed that in criminal cases where the court makes a finding of facts pertaining to police brutuality perpetrated against the accused, the police perpetrator never gets into trouble because he is not on trial, it is the accused who is on trial. That means the POLICE CAN DO IT AGAIN.

If you all will to review the video carefully, there is one guy filming the girl and another guy walking around to cover the screen during the filming. Their images are being captured in some of the frames in the video in the reflections. (frame numbers can be provided if all of you are interested.)
I believed two policeman are involved. as for which two. Only god knows.
